FINANCIAL MANAGEMENT ANALYST

You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of CNIC FINANCIAL SERVICE CENTER.


  • You will serve as the Commander, Navy Installations Command (CNIC) Civilian Pay (CIVPAY) Customer Service Representative (CSR), exercising primary oversight, management and execution analysis of CIVPAY across the enterprise.
  • You will manage enterprise-wide time and attendance internal controls by analyzing system exception reports and coordinating necessary corrective actions.
  • You will serve as the delegated Time and Attendance Administrator for SLDCADA, managing the system's user-hierarchy process and ensuring the proper identification, assignment, and authorization of supervisors and alternate approving officials.
  • You will lead the execution of mandatory quarterly reviews and system validations to ensure organizational compliance with Department of the Navy guidelines.
  • You will perform comprehensive civilian payroll and leave audits, collect supporting compliance documentation, and resolve complex pay discrepancies by coordinating with key regional, human resources, and defense finance stakeholders.
  • You will utilize complex financial and execution systems to extract data, conduct trend analyses, and generate detailed exception reports to optimize payroll execution.

Requirements

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing civilian time and attendance regulations, policies, procedures, master running and reconciling reports from the timekeeping, payroll, and accounting systems; 2) Maintaining line of accounting data and financial information pointers in the timekeeping and payroll systems and managing process improvement projects related to time and attendance system changes, updates, and compliance; 3) Analyzing financial data to identify and resolve possible problem trends; and 4) Utilizing both financial and execution systems to run detailed reports, collect data, and analyze execution.
